6 Stanwood Purchase

CAARA Members:

The CAARA Board of Directors has been in talks with the City of Gloucester concerning the purchase of the land and building at 6 Stanwood St, the home of CAARA since almost its founding. As a club member, you probably have many questions, which I will begin to address by sharing with you the thoughts of the board.

Status
January 28, 2013 – Magnolia Historical Society completes purchase Magnolia School House from City of Gloucester for $1,000. Conditions in deed are that the MHS can only sell the property back to the City, and that if the MHS dissolves or does not remain a viable non-for-profit organization, the property reverts back to the City.

June 6, 2013 — 6 Stanwood St declared surplus by the City–no department has a use for the property.

July 23, 2013 — Mayor’s Report to the City Council includes an item on the Consent Agenda “Review and Recommendations for the Disposition of Real Property, RFP13138 re: 6 Stanwood St.” Action by CC: Refer to P&D (Planning and Development committee). No discussion or mention of this item during meeting–approved with balance of items on Consent Agenda.

October 8th, 2013 – Gloucester City Council votes to approve sale of 6 Stanwood St and remove the requirement for the grant of an easement to the owner of 541 Washington St.

MOTION: On a motion by Councilor Verga, seconded by Councilor Whynott, the City Council voted 8 in favor, 0 opposed, 1 (Tobey) absent, to amend the main motion by ending it at the words, “…minimum bid of $2,300.

MOTION: On a motion by Councilor Verga, seconded by Councilor Hardy, the City Council voted by ROLL CALL 8 in favor, 0 opposed, 1 (Tobey) absent, that the Request for Proposal #13138, as received by the P&D Committee on October 2, 2013 for disposition by sale of the City-owned property at 6 Stanwood Street (Map 111, Lot 8, zoned R-10), is authorized by the City Council pursuant to the terms and conditions of the RFP and pursuant to the Code of Ordinances Sec. 2-3 (a) (2) and 2-3 (a) (4) and MGL c. 30B with a minimum bid of $2,300.

The purchasing agent for the City was directed to issue the RFP for the sale (#13138).

October 23, 2013 – RFP #13138 issued by the City for the disposition of 6 Stanwood St by sale.

November 22, 2013 – RPF submitted at 9:35 AM by Hank W4RIG to purchasing department of the City of Gloucester for bid opening scheduled for Monday, November 25th at 11:00 AM. Only one other bid package requested of purchasing department by Randy Carr, Coldwell Banker Real Estate.
